What goes into a health and safety file?

Typically a health and safety policy, risk assessments, method statements, written appointments, registers, inspection records, training and competence records, emergency documentation and the site-specific arrangements for that project. What your project requires depends on the nature and scale of the work and your role on it.

Can I use these documents as they are?

The structure and standing wording carry over between projects. The site-specific content does not. Risk assessments, method statements, appointments and emergency arrangements have to reflect the actual hazards, the actual people and the actual site. A file copied unchanged documents controls that were never applied.
