Construction Health and Safety Plan Guide
How to turn client requirements and project risks into an implementable construction health and safety plan with responsibilities, controls and measurable monitoring.
Respond to the specific project
Reference the client specification, scope, site rules, baseline assessment, programme and interfaces. Generic policy statements do not explain how this project will be controlled.
Set the management structure
Define responsibility, supervision, communication, consultation, competence, induction, emergency arrangements, reporting and coordination of subcontractors.
Plan high-risk work
Identify the controls, permits, appointments, inspections and competent oversight needed for relevant activities such as work at height, excavation, lifting, temporary works or electrical work.
Measure implementation
Set an inspection programme, reporting frequency, action tracking process and leading indicators. Monitor whether controls happen, not only whether injuries are absent.
Keep the plan live
Review after incidents, client instructions, programme changes, design changes and material changes in site conditions. Record revisions and communicate them.
