Know the hierarchy
South African building work sits within legislation, regulations, municipal approval processes and technical standards. A simplified guide is useful for orientation, but project decisions must use the current legal text, approved drawings and the applicable standards.
Functional requirements and deemed-to-satisfy rules
The regulations establish outcomes such as structural safety, fire safety, healthy buildings and suitable drainage. SANS 10400 provides widely used ways to satisfy many of those requirements. Alternative rational designs require appropriately competent professional input.
Approved plans control the work
Contractors should build from the latest approved drawings and specifications, confirm revisions, protect records and raise discrepancies before proceeding. A verbal instruction should not silently replace controlled project information.
Inspections do not transfer responsibility
Municipal or professional inspections do not remove the contractor’s duty to execute work properly. Hold points, checklists, photographs, delivery records and test evidence help prove that concealed work was checked before closure.
Escalate technical uncertainty
Ground conditions, structural changes, fire design, unusual materials and departures from approved information require competent advice. Stop and clarify rather than improvising a non-compliant detail.
