Start with roles and tasks
List what each role is authorised and expected to do, including high-risk, supervisory and quality responsibilities.
Define acceptable evidence
State whether competence requires qualification, licence, appointment, assessment, experience, induction or supervised demonstration.
Track validity and restrictions
Record issue and expiry dates, provider, evidence location and any scope limitation. Prevent assignment where mandatory competence is missing.
